| Banyule
City Council Alcohol and Drug Profile: A local area analysis
2004-2005 to 2005-2006 TP
staff: Sharon Matthews, Monica Barratt
Summary: This project analyses
pre-existing data, such as hospitalisations and treatment
service utilisation to establish patterns of alcohol and drug
use and related harms in the Banyule area, with a focus on
describing the demographics where numbers permit. Basic descriptive
statistics, drawn from data spanning the years 2004-05 and
2005-06 will be used. Analysis of these data will provide
the opportunity to determine the extent of drug related use
and harm in Banyule area and to provide age and sex breakdowns.
This information will provide an evidence base to inform policy
and planning at the local area level.
Start date: September 2007
Finish date: February 2008

Bargoongagat
Case Coordination Panel Review
TP staff: Sharon Matthews
Summary: The panel is designed
to provide a forum for a range of practitioners working with
complex Indigenous clients, where client cases can be presented,
discussed, additional services planned for and allocated.
It is not intended to function as a central intake or replace
existing intake and referral systems within the Indigenous
service system. Instead, it should enhance the capacity for
agency’s to link with other providers and develop a
more holistic service response to their more complex clients.
The primary aim of the review is to determine how the panel
is utilised in the early stages of implementation and to inform
future program development. Using a mixed methods approach
os analysing available data as well as conducting a series
of interviews with those associated with the panel.

South Western region Alcohol and Drug Profile: A local and
regional analysis
TP staff: Sharon Matthews, Monica Barratt
Summary: The aim of this project is to provide
an evidence base of information relating to alcohol and drug
indicators across the Barwon South Western region. This is
achieved by presenting analyses of secondary data sources
to determine alcohol and drug use and harms within this area.
This information can be used to assist agencies address the
service needs within their communities; and to provide a baseline
for ongoing monitoring.

Drug
use in the City of Maribyrnong – A local profile
TP staff: Sharon Matthews,
Jacqui Cameron, Monica Barratt
Summary: This project uses
a mixed methods approach to local area alcohol and other drug
profiling. Using pre-existing data, such as hospitalisations
and treatment service utilisation to establish patterns of
alcohol and drug use and related harms in the City of Maribyrnong
area, with a focus on describing the demographics where numbers
permit. Basic descriptive statistics, drawn from data spanning
the years 2005-06 and 2006-07 will be used. A series of interviews
are also being conducted with key stakeholders with expertise
or experience in the area of alcohol and other drug use or
service and program provision. Together these data will provide
a profile of the area which will feed directly into the local
area drug strategy.

Drug Statistics Handbook (DSHB) TP
staff: Several investigators analyse and compile
data for this project. Susan Clemens is the current coordinator.
Summary: The Victorian Drug
Statistics Handbook (DSHB) series is based on work funded
by the Victorian Department of Human Services (DHS). The Epidemiology
and Surveillance Program analyses a variety of data sources
and compiles aggregate data submitted by various agencies
as well as extracted from agency reports. The DSHB describes
the major patterns of drug use and associated harms experienced
in Victoria. The series has been produced annually since 1999.

Identification of Drug Harms Project (EIDHP)
TP staff: Several Turning Point
staff are involved in this project with Brendan Quinn as the
coordinator.
Summary: This project aims
to develop an information collection system that identifies
changing drug use and practices in a timely manner in order
to prevent and minimise drug related harms to illicit drug
users and AOD service clients in Victoria. Turning Point staff
make monthly contact (via email and/or phone) with a number
of agencies throughout Melbourne to obtain observational information
on any changes to drug use and related harms during the last
month.

| GENACIS
Gender Alcohol and Culture: An International Study. Drinking
patterns, gender and social roles in alcohol problems in Victoria
- an international comparative context TP
staff: Sharon Matthews, Professor Robin Room (Centre
for Alcohol Policy Research)
Summary: The goal of the GENACIS
(Gender, Alcohol and Culture: An International Study) project
is to develop a better understanding of the patterning of
alcohol consumption and of the relation of these patterns
to problems in social relationships, particularly in couples
and the family, by establishing an Australian arm of the GENACIS.
These patterns will be studied in the first place in Australia,
using the data collected from a random sample of the Victorian
population; in the second place, the patterns in Victoria
will be analysed and interpreted in the context of findings
from comparable studies, through participation in the GENACIS
international collaboration.

Identifying
local area community and gaming industry risk and protective
factors that impact upon the prevalence of problem gambling
TP staff: Susan Clemens, Sharon
Matthews
Summary: The objective of
the proposed research is to determine LGA-level characteristics
that are associated with problem gambling as assessed through
call volume to Gambler's Help and the prevalence of agency-based
treatment services. Data from Gambler's Help and the Problem
Gambling Services Minimum Data Set will be used to determine
the prevalence of problematic gambling by LGA. Gaming, licensing
and venue characteristic data will be used to determine the
extent that problematic gambling is predicted by industry
characteristics such as venue type, venue density, venue size
and gaming product offerings through multiple regression analysis.
Regression models will be enhanced by including measures of
community resilience as measured through indicators of advantage
and disadvantage (eg Census data, data identified by the Victorian
Community Indicators Project). Other specialist health and
law enforcement data sets will also be investigated. A regression
model will be developed that best predicts problematic gambling
by LGA. The variables identified through regression analysis
will be used to develop an indicator of community risk for
experiencing increased levels of problematic gambling through
a relative ranking or indexing procedure.

Paul McElwee, Brendan Quinn, Annie Haines, Heidi Strickland,
Brian Smith
Summary: The purpose of the
project is to maintain a mechanism for the surveillance of
drug related events attended by ambulance (both illicit and
licit). The surveillance of drug related events utilises information
derived from Patient Care Records. These data are routinely
collected by MAS ambulance paramedics in the course of their
normal duties. The project database contains de-identified
information on drug class involvement, demographic and other
characteristics of events attended by ambulance.

| Youth
Drug Reporting System (YDRS) TP
Staff: Jenn Johnston, Brendan Quinn, Brian Smith,
Heidi Strickland
Summary: The purpose of the
YDRS study is to enhance understanding of illicit drug use
patterns among populations of at-risk youth. The YDRS study
is intended to serve as a strategic early warning system,
identifying emerging trends of local concern in youth drug
use and related harms within metropolitan Melbourne. The YDRS
study is also expected to provide direction for more detailed
data collection on specific issues, and to better inform future
policy initiatives. The study design and methods to be employed
include surveys with at-risk youth, key expert interviews,
and analysis of indicator data.
